the delay is not lack of efficiency within C@ rather bureaucratic processes pay little if any attention to the market's hunger for 'news' ..i suspect that for example in the case of the licenses ..its a two step process :
1. legal clearances and then 2.the land titling/cadastre change of records et al...and that can only happen once the parties to the transaction of given consent to the transaction
so in word be patient..
