I would be surprised if it was over subscribed at the minimum allocation of 4000 shares. In the 2010 annual report there was 619 shareholders. A lot has changed since then but they would need 1500 shareholders to take up $2000 each to be over subscribed. I doubt this has happened. Its most likely holders asking for more than their allocation, which is fair enough, for the reason it was oversubscribed.
I would be surprised if it was over subscribed at the minimum...
