My take on this deal is that as everyone is aware, PEK will need funding and plenty of it in the long term, so they took the opportunity to do things. Firstly sure up some cash Secondly, they have opened the door to the US market and perhaps to 1 particular group who may well be well placed to further assist with MAJOR capital in the future.

Why now? To get these people on board you have to give them a sweetener, a small raising (keeps dilution to a minimum) offer them some free oppies which will benefit PEK when they are converted, it seems to me to be a win/win.
(again small dilution).

Look not at todays shareprice/offer, but, long term how this will benefit PEK immensely.

Unfortunately I don't have any PEK as funds are tied up in other things, However a very close friend is well placed and this is why I have an interest in PEK.
