A reliable friend was doing a job there a few months ago and told me about it in passing. If I'm correct it's towards the North end of the island. He said it was crawling with about 2000 Chinese construction workers and they had built this refinery(not sure what kind, sorry)in China, commissioned it in China and then dismantled it into several large 'chunks' and shipped it to New Caledonia and are reassembling it there. He mentioned we didn't have a hope competing with a project like that on that scale. He told me the refinery was huge, an amazing engineering feat.
