Airlines have systematically reduced the width of seats and have also reduced the leg room
So when you are in your seat there is not enough room for anything. It's almost impossible to get anything out of your pocket, and if the ladies have a large handbag that's up there as well
So no space on the floor, you have to use the locker therefore if it is locked the attendants are going to be very busy getting stuff out all the time, plus no lady will get off a plane without her handbag
Another example of companies and organisations making changes (usually to make more money) without caring about the ramifications of that change, IE reducing the "service" they provide and putting the fares up

I am not suggesting they be locked except in emergencies and perhaps take off and landing.
Remember, we are talking about emergency evacuations. where there is less than 2 mins to get everyone out if there is smoke and fire. From memory of plane crash investigations episodes.
