On a flight to China, during dinner not long after take-off, I saw someone in a nearby row having his seat fully declined while the passenger behind him was struggling (of course).
I brought that to the attention of a cabin staff member who responded with "passengers are entitled to recline their seats...".
When I replied "passengers are also entitled to have dinner in comfort" did she approach the offending person.
