It is an engine temperature limitation problem. The higher the ambient temperature, the lower the thrust before the engine reaches the temperature limits.
I remember being in the USA about twenty years ago when flights out of Pheonix were delayed for a few hours due to the temperature rising to 55°. This is not a new phenomena.
