The only thing encircling Russia, is weak former soviet states terrified of a Russian invasion.
Pretty much all the blood bathing underway in Libya is with Russian bathing instruments thanks to an arms embargo in place since the 1970's... but ways are being found around the embargo to supply more weapons..... Russian weapons, in deals worth billions.
Weapons are the main export of Russia and the world is in chaos as a result and "The West" is blamed.
