I always thought of it as a socially and environmentally conscious investment. The actions of the Queensland Government are inconsistent across this new sector. While waiting for the conclusion of this case I am still awaiting the outcome of a proposal submitted to the Chinese early in November. The Chinese get 20% of their energy from renewable sources so it seems there is more urgency on their part for technology like UCG. The Chinese also don't have the same concept of individualism Western nations do and Cougar have said that the Chinese authorities are more malleable than the QLD Government on the subject.
