Every project ever undertaken harms the environment. Farmers are doing it continually. Driving their polluting tractor, spilling diesel and oil in the sheds. Using chemicals.
Anyone who jumps into a car does environmental harm.
An EIS is an environmental impact statement. Implicit with the name of an EIS is that there will be an impact of the environment. Generally licences are granted and allow emissions within a pre determined range. Does this judge think that every project should be zero emissions with zero chance of anything above zero?
If I were a CSG producer I would be seriously worried about this decision and would be quietly cheering Cougar on.
