I think you also have to consider 2 other trends.
The US appears to be falling out of love with large gas guzzling SUVs which would have had the biggest catalytic converters. Thus with smaller vehicles less use of PGMs in the catalytic converters.
Secondly, some producers such a Renault/Nissan have been working on more sophisticated technology in the catalytic converters to use less PGMs.
