I think the blockade Maredi has faced has been frustrating progress.

How can DMR assist if the 2008 plan was for all parties to reach a commercially based agreement...thats how i am understanding the stalemate.
A government dept cant intervene in that case? but just keep awarding licence to those who comply and who wish to produce for the country...imo

and I say let the lawyers haggle later, if new/old ?legislation allows....
meanwhile the countries production is delayed and goodwill tested.
