To keep the price down which could be for a few reasons.
We had this same action at .05 / .06 - if you notice todays trades nearly every time it went to .013 on good size purchases it was then sold lower with small amounts of stock.
We have touched on this in previous posts with the likes of Grinner, Balance, Viper, Rocky etc.
By dropping the price they hope it may have a psychological effect on some weak holders to sell out whereby they usually then pu the stock at lower prices to try and amass a large holding (commonly known I think as tree shaking).
They could also be an entity who wants to take over a company so it pays to keep the price down
Not sure whether you are aware but certain brokers pay an upfront fee to the asx, this then allows them to make these sort of misleading bids without paying brokerage like you or I would be obliged to.
Always be wary of the auction bids.
