True enough Dave but they all cook the books and can bring forward revenue and / or expentiture to say they have "balanced" the budget.
I agree there is a horror budget coming in May, as you say there is 2 years to go so ALP may as well give it to the punters with both barrels this year and next and then open the floodgates just before the next election.
Sad thing is that a lot of punters will fall for the tactic just like they always do.
