To a novice like me why FDL is "going to 45 cents next week" when it is down 0.5 cents to 8.5 cents today?

Now that trading activity sure doesn't look like a "going to 45 cents next week" move to a novice like me.

As I'm just a novice I'd like the experts here who were predicting 45 cents and higher next week to explain to me and others who are quite confused by those predictions of 45 cents and higher next week what we are FACTUALLY missing.
