please explain

I can't help but compare.

ITC just had its second Non Director buying notice in
two weeks.
Shareholders have taken this as a positive & the sp
on todays Non Director buying notice has risen 20%.
Yet ELk in the Same industry has all directors & non directors buying,almost on the same dates as ITC, but the market does not react in the same fashion....

I'm long term so it does not really matter,its just nobody
knows how the market is going to react.......
