There probably hasn't been a good day to bring out an announcement for the past 6 months.

The vanadium announcement was "definitely" coming out before the end of July (maybe they meant 2009?).

I've heard all the stories blaming the geo for the delays, but blame for this now extensive delay must rest solely with the directors.

They have had more than what any reasonable man would consider reasonable time to prepare their report. The directors need to start acting responsibly and release the information now, irrespective of market conditions or how long they have been directors.
