the source of this informnation is highly questionable.
This information was in the market place just before RBS lobbed its counter recap plan..........the company has hinted at significant dilution, nothing more.

The AFR also hinted in the same article that there would a few "twist and turns" that may mean that shareholders will not be diluted to that level.
