NSW of course did it years ago - but then costs blew out and it became too expensive, particularly as councils pick bottles up for free (which our rates pay for) - while over in sleepy S.A. people feel good about it, despite the cost to the community, which it is unfashionable to talk about - they may get 5 cents upfront, but the local South Aussies get stung for the 5 plus cents (real cost) later on.
anyway that's how it was last explained to me.
