Nice narrative but until now it was NSW keeping the country up - and reducing the financial impact you refer to, enabling stores and VCX to keep operating.
With a lack of vaccines - plus a lack of motivation by the populace back then - to get people vaccinated. It's only now that there is an outbreak that people ARE getting vaccinated. So that's not NSW's fault on point 1.
As for point 2, there had been ample evidence to that time - that again reduced the financial impact you complain about - that cases could be managed successfully without lockdown. Unlike other state premiers who shut business down and cause "financial impact" at the drop of a hat. And it's well acknowledged that with the differences observed with this variant it would be handled differently in future.
