A public servant used to serve the public. Unfortunately, many employees of the Govt. acquire the term "public servant" because they are paid by the public, even though they do not serve.
The true public servant performs a useful job.
The ghost public servants are their to satisfy the whims of the Govt. of the day, or to perpetuate bureaucratic budgets.
Queensland has far too many of the latter.
