A plebiscite can be anything you want it to be and that's a problem: If the result is a "No" it will be claimed that it was not done correctly. There is no possibility that this will go away until it is passed, and once it is, there will be another gay demand to follow.
I remember when "All we want is the right to do what we want in the privacy in our own bedroom". They got that decades ago.
