Any mine extract off the earth from Australia are eligible too, that free trade zone also include Canada, where we have some interest in Quebec as well.
Given China is excluded, the process capacity is the key element, as 80% refinery capacity is in China, but hard to believe the process capacity could have grown that fast in 2024 to supplier the requirement.
