So I learnt a little something on my "holiday" ... don't respond "in kind" in their language ... and I literally mean quoting them back but changing their target.
This has received very little coverage. Here's the link
https://pshisith.biz.id/mining-the-quebec-government-can-no-longer-ignore-the-first-nations-2/
There are many over at Blue Sky Mining that would love to see PLL fail, highlighting of course CLP but also Ghana (and now that the mining license has been granted, the next thing is it wont get ratified and after that it's not IRA compliant and after that it would be a change of Gov't will seize it and after that it will just go on and on).
But its not as if "the locals" are all that enthusiastic with Sayona either ... and more specifically I would think - the JV Sayona Quebec.
Now let me just say that IMO ... much of what is said I don't quite agree with. This is simply cut and pasted from the article with my highlighting
Unfairly singled out??? How are Livent, Patriot, Winsome, etc ... all in Quebec fairing. Is it us or just the tribe in "our region"?
OK - but the miner (JV - SYQ) "pays" this royalty to the GoQ (or at least that how it works in other places). How they distribiute it is not for SYQ to meddle in - at least as I see it.
But lets also be clear - that's mined ore. The "1st stage" if you will. The "2nd stage" is the production of a concentrate. The "3rd stage" would be the production of a lithium salt. The "4th stage" is the production of Cathode Active Material (CAM) where the lithium salt is combined with other minerals to make the cathode of a LiB. The "5th stage" is the production of LiB cells in a Gigafactory. The "6th stage" is the combination of LiB cells into a LiB Pack for its intended use and then comes say "the 7th stage" being the production of an EV using that specific battery pack.
So why that commentary??? Well... what do the tribes mean
Not every agrees that refining lithium salts is the most profitable part ... sit down with Chris Ellison and find out. It's certainly far more capital intensive. So my interpretation of this is the first "transformation" would be ore to a concentrate and the second "transformation" is refining to a lithium salt. The tribes look like to want to "clip their ticket" right the way along the supply chain. Will the CAM plant get clipped next ... if not why not?
since the article brought up UN Declaration on the rights of Indeneous Peoples ... here it is
https://social.desa.un.org/sites/default/files/migrated/19/2018/11/UNDRIP_E_web.pdf
But what does "economic reconciliation" really mean
https://www.cbc.ca/news/indigenous/economic-reconciliation-indigenous-people-canada-1.6919721
Little wonder why the article concludes with
So where to from here I wonder ... what % of the project do they want (I assume for free and free carried into the future). What royalty do they want directly from the project (external to GoQ). Seen this before ... Ghana is somewhat in this form.
Anyone got anything deeper?
