If any of 'breaking ground' or 'paying for plant and equipment' is to be done this year then there is a problem. For these things to happen, don't they first need to be designed? Who then is designing anything or will they simply break ground and hope? So, Piedmont must be supporting design and engineering costs...except they aren't. Unless I missed the announcement where epcm has started. So why has this not started? Piedmont are not funding it. Is this because they will wait for FID? Surely not for a few million to get this most important item rolling. I don't think 'easily met by piedmonts cash reserves' is a line I'd take to the bank.
