Won't it then come as an even bigger surprise when they realise that a LOM OTA will most likely be converted (commercially) into some form of compensation for the chem plant to go ahead (which, of course it will).... And then, what's the surprise going to look like if that compensation is anything along the lines as touted by RH - as a 67%/33% split PLL/SYAQ.
Still some ostriches going around thinking OTA done and dusted once a chem plant starts up....maybe/maybe not!
