Given the likely size of the carbonate / Hydroxide capital cost, I wouldn't be worried who acquired any potentially useful items like site locations. They could easily be transferred into any JV and simply adjust the amount of further cash that the JV asks for from its partners.
Does anyone know if the difficulty/length of permitting in Canada extends from Mining to buildings? If it does then if the existing paper mill building/site may have rather useful associated air/water/noise permits.
