from minute 26:15 in above video explains clearly the land ownership strategy , as most usa mines are on government land but this was not the case here , it was privately owned land and before applying for mining permits and community consulatation piedmont needed to do preliminary work to establish what was feasible or if a mine was even possible , its not possible to consult with community or apply for permits if you dont have any facts on what to present or how you can sensibly answer community concerns
