PLL - The shorts are here. Bullish sign for patient investors?

As I have posted previously, my broker lends my PLL shares and pays me interest at a rate that changes and accrues daily. The annualized rate (I haven't looked every day) started at 29%, then 18%, then 69% and today 89%. So this indicates to me the shorts are in force.

To verify my hypotheses, I placed a short order, though I had no intention of shorting. This is message I got when I entered the trade: "Your request to enter a short sale cannot currently be processed, as there are not sufficient shares available."

So it seems that the short interest so strong, my broker (Schwab) cannot find shares to lend.

The big question then is this a bearish sign (certainly is is today, off 7.3% at 1:45 EST ,triggering a temporary halt in trading) or is the short interest so high that any good news/rise in price will force the shorts the cover?

Right now I have the stomach to stick with it. We'll see. Please comment.
