My point is not about risk.
My point is, read on up what's required to get a mining licence. In most jurisdictions you need an economic deposit. That means at least a PFS.
You know PLL hasn't completed a PFS. We don't even have an exploration target yet (although my estimates are at least 25mt) So it's obvious there is no mining licence and obviously there is a risk that a mining licence won't be granted because.... well... we don't have a PFS!
Sometimes there are stupid questions, and asking why we don't have a mining licence is one of them.
