Financing is the big question to cover all of this.
Cover all of what, it's not like it has to be all completed tomorrow, in can be done incrementally over time, recycling free cashflow to support those growth initiatives. However, seems as though you want the runs on the board before progressing, therefore risk of being late to the party.
A mix of debt & equity will bring forward said growth initiatives, funded by free cashflow, eventually increasing free cashflow once in production, and so on.
We have sat on our hands for the past 2 years, for obvious reasons, mostly out of the companies control. Now that "Lithium Bull 3" is in play, can you suggest a better time to implement growth strategies.
