About shorts, I think they are not quitting (ie. not returning the borrowed shared) because they want to use that scary "short" to put pressure (psychological, as most punters are scared to buy when they see high percentage of short) on the sp so they can buy (accumulate) it cheaply. The circumstantial evidence of what I just said is the fact the sp has been moving sideways within that trading range, and NOT going down and down.
Those who hold borrowed shares are most likely the accumulators. They sell, the sp goes down, they buy back more shares, the sp goes up, they sell, ... until the supply dries up. Then the mark up phase will start.
No miracle is needed. And you can thank God for that.
