Russia is a totalitarian state with vast corruption. Most likely a propaganda play. Another effort by Putin to paint Russia as a persecuted, yet superior, country. They are many years behind in terms of technology and scientific research. Very unlikely that they would beat the Americans, Australians, or Chinese to a vaccine.
