That is talking about possibility; it can happen either way. But look at the probability; what is more likely to happen. The chart shows that the sp gets to this point after going through Spring and Secondary Test. Considering that fact, the only reasonable conclusion is that technically there is now a much higher probability for the sp break out than to break down.
I think the weekly chart shows clearly the most likely trajectory of the share price, which is going up. (Naturally, with other factors permitting.)
