Also between the lines, they could be part of the big boys push (MS, SQM, Woodmac, Macbank) to downramp and try to drive prices lower, but in that respect, you would think this will only delay finance for less advanced Li miners, and thus delay new supply, all of which should be good for current and near term producers.
I do like BMW's comment re mass producing by 2020, thats only 21 months away.
