Long lead items will generally be items that need to be made specifically for the Lithium processing plant and generally these will come from overseas.
My guess most of the long lead items will be part of the Floatation and Filter sections of the plant and perhaps Grinding.
Most likely PLS will consult with the design engineers as to what types and capacities they will need. Then there's going out for quotes, accepting quotes and ordering. Most big one off orders will require a deposit before the suppliers go ahead and start building. Hence the need for the money now. Not forgetting the money needed for the design engineers.
