I agree with you that the current PE for the sector is around 5 -7 and if you use 5 for PLS, that is exactly the current share price.
However, PE ratio isn't something that can be determined easily. It depends on the risk appetite of the investors. PE ratio can easily change in relation to the sector sentiment unlike other parameters such as production cost / capacity or contract price.
Therefore i wouldn't worry too much about the PE ratio for now and I strongly believe it will definitely be a lot higher in the future when more people are aware of this sector.
