I haven't read their document, but you have definitely misinterpreted this. They don't just shut down reactors overnight and start them up again the next day. Large scale processing is continuous and runs 24/7, rarely shutting down more than annually or twice a year. I previously worked as a process engineer. Possible they are referring to the 12 hour shifts of extracting the rock from the mine, the bottleneck will more than likely be in the processing plant not in the actual mining.
