No, this is an index fund - it doesn't do that. The mechanism you describe doesn't even make sense... If Vanguard has lent and borrowed 10m shares, it can't run out and sell 20m shares without securing the locate on another 10m. The "joining hands" reference is completely made up and ridiculous.
