The announcement by Origin (used by Pcl) on the

13 August 2012 to announce

"Drilling commences in offshore Kenya"

clearly states on page 2 of 4 that....

'The well will be plugged and abandoned after the evaluation program is completed.'

So, it seems that it was the intention from the start to 'plug and abandon' after the evaluation.

From the latest announcement by Pcl, Barry Rushworth states...

'We are delighted to have made a significant discovery with this first EXPLORATION well....

..... The Kenya L8 Joint Venture partners will now analyse the well data and determine an EXPLORATION PLAN for the next phase of exploration activities.'

We are only through the first chapter of the Pcl story.
