Exactly right StockSoldier.
This refunding of franking credits to non taxpayers is the result of the Howard Liberal governments largesse and a major contributor to the structural deficit. This policy was never economically sustainable in the long term. At one time even the Labor Party toyed with the idea as a vote buying exercise but never actually carried through with it. These days Labor has woken up to reality and is winding it back but the Liberals remain in lala land and beholden to their wealthy backers to continue with this rort.
