Trump doesnt have the authority to make budget - thats a Congressional power

So he can do things like ordering extension of the non eviction period

But he cant spend money not already approved by Congress. Thats why hes been robbing military budget to build his wall

the democrats will challenge it in court - court will disallow any non budget approved items unless its totally corrupt

Executive orders around non approved budget expenditures are meant to be 'war time related' - ie allow the president to act fast in a crisis.

I cant see a fair minded court accepting contention there's a real emergency when House approved a $US3T emergency package 3 months ago but the Senate and President didnt lift a finger to engage on it or make a counter proposal until a week ago

So id say its meaningless as far as US monetary reserves etc at this stage

US FOMC /reserve still has quite a bit of unallocated funds on hand from the March emergency bill though - so Im sure there's some spending and stock market support will continue to flow

but the potential liquidity gap may cause some heart flutters
