i think you have an equally compelling case on what could happen. In reading the available material imo there is enough potential for mischief. Truth is no one really knows.
in reading the AFR article it is careful to report events and information that assemble a picture of doubt by inference. It does not clearly say that hzn bribed but suggest that hzn management should considered further the likely potential for corrupt practises. I’m not sure that’s a crime. They also point out that hzn management received legal advice that there was no evidence that the company taking a stake in prl21 was not above board. It won’t be the first time I read an AFR article that was ultra sensationalist imo. what a scoop! These are my opinions and interpretations. Dyor.
