Yes, now you seem to (perhaps) get it about dam overflow. It is NOT about excessive pressure as you postulated, it is in fact about the ACTION of the overflowing water. As for the actual pressure loading, there will be a factor of safety in the design way in excess of that experienced during an overflow.
