you could always try and get a project going in Liberia, Senegal, Chad, Bukina Faso..... or any African country.... or the long considered civilised Sth Africa where before you start you have to give the locals 30% of the project..... or coal seam gas in Aust.

Banks are lending on all of the above.

of course you could be exploring for gold in Venezuela who have just nationalised the whole gold industry in that country.

No where is ideal including australia but some how the stuff makes it out of the ground and banks are willing to lend to that effect (except Venezuela).
