Not sure its a question of unable or unwilling. I think they would be trying to use their influence, in fact, I think it is their influence that landed MST the contract in the first place. Seems far to coincidental to not be the case.
Anyway, as you say, PNG ports will have an interest in seeing the order go through. But given the nature of current events in PNG, the MST contract is a periphery issue and they will be up against it having themselves heard. Much bigger issues at hand.
Time and the supreme court's ruling will sort this out. It will restore political stability and certainty into decision making. Right now they cannot commit to expenditure if they don't know who has a legal mandate to run the country.
This issue is far bigger for you and I than it is for the PNG government.
