Effectively it is in China already. Hong Kong is underhandedly under communist rule now and patients from China who can afford it are going to HK hospitals to have their treatments done, in the best hospitals, using world best treatments. You can bet that any communist party official needing BTM will get it. The billion plus peasants will of course get nothing, which is sadly all they are used to after a century of communist party broken promises. So much for communism treating all people equally, aye.
