What you are describing is what a futures market is for. The important thing is to keep those who are not actually invested OUT of the primary market and in a special purpose market where those who wish to sell “what isn’t his’n” can do so without the “prison” part of the jingle implemented and without the possibility of market manipulation which is so integral to the practice of “short” selling.
