My guess is the peer reviewers gave it the thumbs down so the journal declined to publish it. I've publish many peer reviewed scientific articles and I have done many reviews for journal editors. If the paper is sound (i.e. peer reviewers think the evidence is good, the argument is sound and the conclusions are justified by both) then the paper will be published within a few months to a year from submission. It's been longer than that (not sure how long) so I'm guessing the peer reviewers are not satisfied and have recommended against publication.
