Yes, as you have suggested. With the current revenues, and future earnings increase YOY predicted, it would be a fair expectation that the company would be valued in that $3+. Although future growth is not guaranteed, the expanding usage of the products and markets, and production facilities being built for the increasing production, there are good reasons for confidence in the SP increasing back to $3-4 (without being considered overpriced).
